usually means a button might be sticking. Open the browser and press every button and see if anything double or tripple taps even tho you only pressed it once

i am able to navigate around the rosalina menu fine. no double press or anything, but i am unable to use the home menu on the 3ds at all

you could try using an air can on all buttons.
and may as well try a system update, hold down the L button, R button, A button, and Up on the D-pad. while powering up, to do a system repair/ update
