Before the name change system you couldn't pick the same username as another player, most of the cool usernames were taken.
Now with the name change system and the hashtags you're able to pick all names. (except staff names), that's why those who have had an account before the name change have a free name change pending. They have a lot of stats and stuff on their accounts with a username they might have wanted to change too.

PFP Changes are handled by sentinels. Recently there rules have been changed regarding what can be used as a PFP. Only admins are able to change tribe names and if it hasn't happen it's because they are busy elsewhere
