Is the bottom left pin of the TPS61202(I think?) in the second pic connected?

I don't see any solder on that pad

That's the enable pin, so if that's not connected, it's not gonna turn on. But also, double check what gekkio mentioned

Definitely double check all of the pins are soldered once you flip the chips, too
