When any of the 3 depleted ylandium power cells are used in a blueprint, they break the BP because they appear in the items tab as charged power cells, already filled in even though you have not added them to the BP table yet! So then you are forced to click stop building and the power cells will not physically appear.

it's just that they break the BP and it cannot be finished. Apparently one of my BPs had this problem and a player had rebuilt it three times without knowing what was going wrong every time

Speaking of, I'll add the link to their steam forum post in case the Devs want a bit of background reading. I believe this player already sent an in-game bug report too.
