I'm not sure about the language switching or the static/dynamic stuff, but good news about the last paragraph!

If you use SDF, Text Mesh Pro actually comes with some material options once you make their font assets that allow you to add outlines and underlays like the shadows you were talking about!

If you were to edit the font atlas itself, the sampling points for the texture would still be the same and you wouldn't be able to see the results of adding shadows or outlines unfortunately

using Dynamic makes more efficient in saving the memory

anyhow the languages like korean has over 11,000 words(said to be compound words), which will obviously be a huge data, to give as an input
