Alright, all the docs mention about this is that it has to be on a "universal windows platform" (uwp). I'm not 100% sure what it means by this, but it could be causing the issue

I do not believe that the lightbar has anything to do with the motors not functioning. Rather, I believe there is some sort of OS mismatch, and that is the source of your issues.
