I think the plugin veinminer somehow bypasses luck perms, ultra permissions has a hunt for something in the code so it blocks all permissions. unless the player has been granted leave or through his group a leave.
So it will be a big problem where I have to double the number of groups for those who buy the opportunity for veinminer, if there is no other way around it

Well, there is nothing wrong with standard perms, but for this plugin it is not a good idea to give them this right at the beginning (especially with a shovel, which can break around 20 blocks at once).
