If you use a host for the bungeecord then there's probably no way to actually alter it, but when you f.e. have it on a VPS, then you could manually change it in the config.yml of your BungeeCord.
Just make sure that none of the servers connected to it use that port or you might encounter issues.

some plugins offer their own reload command for their own configs. normally, you stop and start the server if that isnt a command the plugin offers. its always better to stop and start the server anyway. some config options only take affect after a stop/start.

for bans, advanced bans or litebans, for tping and stuff, essentialsX already does all that, many plugins for staff chat exists as well.
