Read carefully now, because that is (at least for me) the last time we explain it:
BungeeCord is a proxie (not a server) and supports multiple versions by default. The latest version of it supports players with versions from 1.8.8 up to 1.13.2.
Spigot requires you to use ViaVersion and depending on what version you use, ViaBackwards, to allow players with older or newer versions to join your server.

I can only say, what I said multiple times: Use latest BungeeCord, since it supports 1.8.8 up to 1.13.2 by default.
And on the Server use ViaVersion (and ViaBackwards if your server is 1.12.2 for example and you want to allow older clients)
