The web editor doesn't display any commands (other than the one to save) at all. You maybe mean permission nodes, these are cached, meaning they have to be checked once since the last server restart

you'll find that premade or default ranks / perms are quite literally impossible to make - there are just too many different plugins and ways of setting things up. Some plugin authors have a list of suggestions on their wiki though
As for LP permissions, most if not all should be for administrators only
