Historically it was basically a quick PR attempt, as well as in Europe shotguns had a cultural thing of being something you shoot animals with so it could be deliberately interpreted as insulting
And the actual evidence of shotgun usage and effectiveness is very scarce and dubious
But some details like issued ammo being unwaxed paper shells would probably suggest they werent good frontline weapons and probably were more for POW guarding and other such duty
