Like, there's already a secret riveter in Down on the Farm so having two of them just ensures that it'll be a very common experience for new players to be waltzing through the rest of EP1 with an unusually powerful weapon for the place in the game they're at
It doesn't help that Riveter ammo is liberally sprinkled around EP1 despite it being a secret weapon, so you can keep it stocked right until the end

'cause the "updated" one has some very bad design choices. it forces you to do the puzzles and item picks in a certain order and if you try to get the key from the spider catacombs in the first act BEFORE getting the info the key doesnt spawn and wont even after you get it
