But the idea I would have for EP4 is that after the events of Ep3 DUSKdude thinks he's going home, and dramatic irony occurs and he's sent back to the titular city.
Ep4 would be focused on a sort of country town vibe, with claustrophobic streets and buildings, maybe have some corruption/nests of new critters (preferably Lovecraftian)
the theme of the city of Dusk would be that it's been more or less neglected by the military and (due to being sealed off and all) and would have moss, overgrowth, and rust. There'd also be a industrial part of the episode where you go to some docks of the local lake (fisheries, maybe a proper power plant that would have puzzles and shit to do) and a Carnival level to keep things fresh and have scary shit (maybe have a big anti-climatic jumpscare where you get jumpscared by a clown instead of a Wendigo) and ofc a Thief-inspired level where you go to the castle mansion of a dead rich artist (Pickman-inspired) that went crazy in said mansion when the town was sealed off and he managed to survive and was killed by a new scary monster.
top it off the episode would throw a lot of the ep1, ep2 and ep3 enemies together as well as throw in a few new ones, and there'd be two minibosses, and one boss at the end (obviously)
Also throw in fog everywhere as a Silent Hill reference.

we're mostly focused on improving the core experience before expanding the content, because that can always come over time
