Hitscan isn't lazy design, it's added to make a game more "realistic", it also makes the game artificially difficult so i prefer when a game avoids it. Doom had a lot of hitscan, but i wouldn't call it a lazily designed game by any means.

Dusk was originally going to have hitscan enemies like Doom, but Dave was adament about taking them out. And I think ultimately it was the right decision. I like how they work in Doom and Quake, but they can be really annoying if they aren't in the proper context.
I think the defining moment for me was when I put them in a level and I was like "yeah, these fit pretty well," then I put them in endless mode and it was an instant "nope." Completely destroyed it.
So enemies that are filling a hit scan role just have really fast projectiles instead.
