Basically what you'd need to do is apply +PUFFGETSOWNER to the Bulletpuff and have when it spawns in its Melee state do an A_GiveToTarget an inventory item to the player, and then in the actual weapon states you do an A_JumpIfInventory looking for the item that jumps to a state with the hit animation. If the inventory item is in the player's inventory, they successfully hit the target, and then jump to the new state with the different frames of animation. If it's not in the player's inventory, they did not hit the target, and the rest of the animation plays as normal.
