it downloads the minehut one but that's it, should i be uploading directly or using plugin?

you can do either but if you are using a plugin to send the pack, you need to make sure its from one of minehut's allowed pack urls

if i uninstall the app and just upload it directly, will they have the option to install each time they sign in?

I think once you accept it once, your Minecraft client saves that value and always accepts it in the future. but not fully sure
