it could be because of spawn chunk protection. Im not exactly sure how to stop this, but what you could do is set up a skript to teleport players to the spawn on join, and set the world spawn elsewhere
also if youre dealing with overlapping regions, something common in box/gens servers, use /rg setpriority and make the region with the gens in it a higher priority than the one where youre not allowed to break blocks
