i got all the plugins i want in a folder and i put them in plugins when i restart server theyre all gone how?

now they work but when i use the command //cyl 20%brown_wool,20%brown_concrete,20%dirt,20%coarse_dirt,20%brown_mushroom_block 10 , i get kicked
