select the whole area and do /rg define Box, then do /rg flag Box block-break deny, and also /rg flag Box block-place deny. Also disable pvp using /rg flag Box pvp deny.

then, selectr the ores

do /rg define Gens

then, /rg setpriority Gens 10

/rg flag Gens block-break allow

this will work

for a PVp area, do /rg define PVP, then do /rg setpriority pvp 10, then do /rg flag PVP pvp allow
