You can get them from Spigpot, Bukkit, or another trusted plugin site. Once you download the plugins you want, go to the file manager in your servers dashboard. Then look for the folder labeled Plugins, Open that folder, then drag and drop the plugins in that folder, Then restart your server

There is no for sure way to know if its a virus or not, since Malware is somtimes to good at hiding. Normally Spigpot and Bukkit are safe, but if you have any suspicion, you can always download the file and drop it into this website --> https://www.virustotal.com/gui/
