Managing Free Servers after the limit

So I wanted to make a custom plan, but the 4 hour time limit didn't want me to manage anything in the console, so either it would be better to just be able to access the console, but not start the server or add a custom plan button or option somewhere where you don't have to start the actual Server

The issue is with it running/not hibernating that resulted in the time limit. Would be cool to be able to get custom plans without having to activate though
