Server will not get set to a flat world

Hello, I have tried to make my server a flat world multiple times but it will not work, I have tried restarting and everything, can anybody help me?

First select Flat world type in the Settings tab on the website,
Then click the regenerate contents button

then restart the server and your server will be flat
