it isn't starting because the worlds are saved in version 1.19.2 while the server is version 1.17.1

you can choose to delete the worlds or change the server version to 1.19.2 or above

any version above 1.19.2, you just can't revert to a lower version after (without backups)

in the plugins folder, try deleting the .jar files and restarting the server

just google the names of the plugins and you'll be able to download the latest versions from spigot usually, for Essentials they have a website
