My network is starting up, but just after it the proxy server
closes. there is nothing on console. just this message. when
trying to join the network: io.netty.channel.AbstractChannel$AnnotatedConnectException: finishConnect(..) failed: Connection refused: /***:25575

Make sure you have the last version of Velocity. Also what minecraft version do you run on your server?

they are different versions, one is 1.19.4, one is 1.20.1, and the proxy is chosen stable

Try to find the parsing error, or reset your velocity.toml by deleting it and restarting then redo your config
