Since the moderation update, bedrock players couldn't talk due to the new moderation system.
You should allow bedrock players to talk only if there are moderators/admin online in the lobbies, so bedrocks can talk again for a bit.

It’ll be hard to disable/enable the reporting so much. Just remove it entirely and mute/unmute the chat instead when there’s no mods
