I had an offline user on my old Switch, which could play Pokemon Mystery Dungeon and had save data for it… I was forced to link to a new Nintendo Account (it wouldn’t let me use my usual one since another user on the same console was connected to it already) so I could transfer the data to my new Switch, but afterwards I get a “This user cannot play this software” message.

I assume it’s because the user is now connected to an account that doesn’t own the game. Is there any way to fix/reverse this without buying the game again for the new Nintendo Account?

I just checked, and now with a new user not linked to a Nintendo Account, I can’t play Pokemon Mystery Dungeon??? Was this updated at some point without me knowing?
