What I guess is oxidization.
You can clean it out, not entirely though, using IPA 99%

and this is on the outer jacket of the plug, not the inside

It happens all the time, although I'd look into the environment it's in
it may cause minor cosmetic issue here but may cause major problem else where
outer image, not affecting inner working
