I have been seeing people reporting driver issue with the controller

Both didn't recognize it
Then you have some USB issue. Do you happen to have a USB hub? Plug the controller through it.
It's probably just the fact that I'm sleepy but i forgot what is an USB hub
A usb hub is a thing that takes a single port and split it into multiple. its usually powered, some are unpowered though. the ports on your computer are not a hub. plug it into a port on your computer tower/case/motherboard/laptop
You can also try to get a bluetooth adapter to use with it.
But let's wait till you have access to the controller and computer again. I cannot help you when you are not even close to them.

Press and hold the pairing button on the back of your Pro con until you see the green lights at the bottom of the controller flash back and forth. That's "Pairing" mode.
Connect your controller to the PC (If one USB port doesn't work, try a different one)
And then press L+R on your controller several times.

For wireless, delays are often extremely minimal
it's only important if you play games that requires instantaneous response such as fighting games. And even so, I know tons of Smash players who play with wireless Pro con and they are fine with it.
So unless you can feel the delay and don't like it, there's no reason not to
controller connected now
but whenever i connect it the mouse keeps going to the top right part of the screen

it's because you are using them both at the same time
BetterJoy will emulate the Pro con into a Xbox controller
which Steam can intercept and then you can config it from there
steam does seem to identify it as an xbox 360 controller but it's default name is "switch pro controller"

It's just a device name, you can even change it

After you test it out, try to see if Steam can work with it without BetterJoy opening

Now let me explain a bit how and what
Windows doesn't really have a good driver for Pro con and Joycon since they are not natively supported.
Normally, when you plug it in like this, Windows would give it a generic controller driver, which Steam can identify and work with it.
also sorry for interrupting but how to turn off controller once taking the usb off from the pc?
Press the tiny pairing button on top of the controller
(To continue) But it didn't install any drivers this time, so we have to go through Betterjoy to force the driver install.
Betterjoy's best feature is to use 2 joycon as a single controllers, emulate a Xbox controller.
But we don't need that here, we just need to use the driver.
You can keep it around if you want to use Pro con/ Joycon outside of Steam's games.

(although as long as you keep steam open you can use it's drivers on non steam games)

You can, by adding games/apps to Steam
Although it's up to you, for some people, using it through Steam is quite a hassle
