This is an issue with shared ownership.
Basically, there was another account on your Switch that has "purchased" that app (even though it's free, it's still a purchase), therefore the Switch will only allow that account to be the own to download the app.

You need to check on the eShop page for Youtube app, using all other accounts on your Switch. One of them will let you redownload it.

This is a feature to prevents users to rebuy a game/app multiple times, despise the present of game-sharing feature. But IMO it's a dump feature.
