Did you enter pairing mode on your controller?
Yes
Doing so by press and hold the pairing button on top of the Pro con till the light under the controller flashes

I have to ask because sometime people confuse it with any controllers that are compatible with the Switch
Apparently it's due to retailer worker telling people that.

§ Pro Controller is a full size controller, made by Nintendo for the Switch. Aside from this model (and its Special editions), all other controllers are not Pro Controller. There is a misconception that all Switch-compatible controllers are called Pro controllers.
⚠︎ There are many Counterfeit Pro Controller on the market. They lack features and often have lower quality compare to the original. In order to identify a Counterfeit Pro Controller, you can check on these differences:
・ Outer appearance: Missing Nintendo Switch logo on the box or the front of the controller, lacking the Easter-egg thx2 allgamefans!, wrong prints on the battery and battery's compartment (Original battery).
・ Lacking features (Order from least to most likely to be missing): Motion control, NFC reader for Amiibo, wake up Switch from sleep (by holding the Home button), HD Rumble.
So far, the best way to test is to check on HD Rumble feature. You can compare the rumble to a joy-con or real Pro con in games that support HD Rumble. Or better, open the controller and see if the rumble motor is similar to the original HD Rumble motor.. You can also use Joy-con toolkit to see if it can identify your controller's serial number.

HOW TO DELETE & RECONNECT CONTROLLER PAIRING
§ This is a method to reset controllers pairing information and can fix various controllers' connection issues. If you do not have a functional right Joy-con, you can use a different controller such as a Pro controller.
※ With the Switch console in handheld mode.
1. Detach/Disconnect all the Joy-Con and controllers from the Nintendo Switch console.
2. From the HOME Menu, select System Settings ⚙️ > Controllers and Sensors > Disconnect Controllers.
3. Hold down the “X” Button on the right Joy-Con until the blue circle is fully illuminated.
4. Attach or connect any Joy-con and controllers you want to pair to the console.
※ Update the controllers' firmware can fix several issues.
After that, try pairing your Pro controller to your phone again

The addition of joycon/pro con support is very recent, only on iOS16, so I guess it's not that stable yet.
