We need advice on how to make this look good , i was thinking about hair flowing over the snakes to where it looks like it comes out of the back of her head , i'm is unsure of where to start

Working in layers is a big key here, work small and let parts cure so you don't mess up what you've done as you try to do later stuff. You can also trim and shape the cured putty with a moddling knife to keep working more layers on top of it.
I'd mostly just go for a few strands over the join areas it might look a bit bulky if you try to work too much hair into the back area
