Lots of great options, but you can't go wrong with the pro acryl base set
Or the army painter 2.0 set (not the old Army Painter, avoid those).
It’s worth considering if you want to paint with contrast style paints (speed paints) or regular acrylics. They’re two very different approaches with quite different results.
Contrast paints favor fast results while regular acrylics can be pushed a little further though traditionally requires spending a bit more time.
You can of course use a mixed approach, but when first starting out you probably want to select a path.
You can, a little reductively, boil it down to whether you want to paint for gaming or display purposes.
