So guys, I wanted to make custom bases for my minis, as in for example: an octogonal a bit taller base with some brick texture and a plaque with Thug 1 on it, other one with Thug 2, and so on. If I built it with XPS, would it hold?

What size are you thinking? Display or gaming?
If gaming, XPS is pretty fragile / prone to getting depressions in it. It's also going to be a pain in the butt to cut an octagon.
