today's my first time painting a mini, I bought the war painter beginners set. it's white matte war paints fanatic line. brand is the army painter. I've been told this paint isn't the best but is great for beginners. the red did it a little bit but I think that's because I didn't shake it well enough. is this a bad batch, bad brand of paint, do I just need to shake it more, or is the paint just like this?

Try mixing by shaking for 2 whole minutes - set a timer. If you have a vortex mixer that can help speed things up.
If the paint still looks like that it may be too far gone. Could have frozen perhaps.

That’s broken. Frozen at some point most likely.
