Liquitex High Gloss followed by AK Ultra Matt. Did I not wait long enough between layers? Is it salvageable?

IMO, likely not salvageable. Why where you putting a matt varnish over a gloss varnish?
What likely happened is the curing on the gloss varnish was not complete. The top layer exposed to air had hardened but not the liquid underneath. As that hardens, it emits a gas that escapes through the hardened layer. You then added a second varnish over the top, so instead of having that gas escape it now got trapped under the second sealant and stayed there, resulting in different curing times across the model
think of varnish the same way you would a spray primer. You want to give it multiple days to cure before putting another layer on
