You typically wouldn’t glaze as a base coat.

You want opaque colors to start with and slowly build up to whatever highlights you want. If you’re doing a basic zenithal you’re better off coating it with inks which are saturated colors that typically are more translucent so the zenithal shows through more. Then you can work on your highlights and shadows.

start with darkest tone and glaze to the highlight

If you do that then whatever basetone you used will be the dominant tone yes.
