It's probably a base > wash (maybe more than one) > drybrush (maybe a cleanup and a very suble highlight step on the bigger stuff). Speedpaint method might work similarly, not sure how different the result would be.

the wash is a little more directed to the recesses... so maybe a more subtle wash (or a heavy drybrushed base coat color), and then a darker wash that's more focused
