If your paint feels hydrophobic on your primer it might not mean that you over applied. What brands are you using?

What brand of paint?
How much are you thinning your paint?
And what are you spraying that primer on? Some pre-primed minis are incompatible with some spray primers.

OK, so that's not the cause of the issue. Raw HIPS is fine will nearly all primers.
its the first time ive had this issue. the rattle can stays in my bedroom so its allways at room temp.
is it something to do with when i prime outside?
they sit indoors when drying.
If you're fast to bring them indoors, it shouldn't matter much, unless humidity is really high outside.
i got another mini ready and ill attempt to prime it. this time i washed twice just to see if that does anything
Matte should have a toothy surface not a slippery one. Sometimes that happens if the primer isn't shaken enough
Not enough of the matting agent gets suspended
If you didn't obscure detail, you can try to hit it again with a light pass. If you did go too thick and flooded the details, strip is the only remedy
But I've heard a lot of bad things about AP primer. I haven't used it in maybe like 7 years, but it was not super great then. I also was a noob.
another group also clained it to be sup par.

mini drying now
citadel macragge blue base is it a glossy paint? i feel like its awfully glosssy
Start your spray away from the mini and then pass the spray over the mini. Rinse and repeat as you turn the mini. So lots of short passing bursts to gain coverage.
Also shake the living hell out of it for 2 whole minutes. Set a timer.

Also choose left/right doesn't matter - just start your spray away from your mini
