On a closer inspection it dosent look black as much as it looks like a really dark blue
Like a greenish blue
Or grey…

Very few things that are either black or white, are actually black or white.
Most black things are some shade of darker gray. In modelling and minis this is often made a little lighter, in order to make the shadows more visible. There isn't really any way to make black darker, so to have some depth and definition on something that is supposed to be black, the only real option is to make the things that aren't supposed to be darker a little lighter instead.
So the recipe for black is: Dark gray.
How dark is your own preference, but the basic idea is that to paint something black, don't actually paint it black.
