Did I place the lights correctly? Is the value jump between the light blue and dark sea blue too much? Are the reflections covering too much of an area? Is the blue color too pigmented? It's far from being finished, but if the reflections are placed incorrectly now, it will be unfixable later.

Looks good to me! Maybe a little bit brighter on her right shoulder, but it’s hard to tell. What’s the backside looking like?

I don't think so. One of the defining features of shiny metal is large value jumps.

That's up to you. What is the lighting situation, what is in the environment, what is the material made out of, ... From what I can see I think it looks fine

Again this depends on your environment and the metal/material that is doing the reflections. I think it looks good as it is. It has a "cold steel" kind of feel to it.
For the lights they seem mostly correct. Some small spots are missing (left side of head band, left shoulder a bit, metal on wings, ...) and some spots aren't quite consistent with each other (eg; sword arm and leg are consistent but the left hip armor seems slightly off)
What should I change about the left hip armor?
I've painted over most of the white stuff to get better view of where I'm at
I'm by no means a NMM expert but I'd imagine it to look something like this.
highlights tend to "connect" to each other on adjacent elements to draw lines
so the highlight on the left leg and hip armor should "connect" visually
Light is supposed to come more from the direction the 3rd pic is taken, so there shouldn't be big highlights here:
You'll need to pick a secondary light source then to add some interest to that side of the model. It should be less intense but still provide some visual interest.
