Can contrast paints be mixed? Specifically, I want to mix a bit of skeleton horde into apothecary white to cool the color down a bit to create an unpainted bone porcelain look. Does this work, or will it just make a mess and waste paint?

they can be mixed. If it'll work how you like with apothecary white I'm not sure, only one way to find out. Worth noting though is that apothecary white is mostly transparent with some grey deposits in the recesses while skeleton horde is brown both on highlights and recesses so any skeleton hoard you add will start making entire entire applied area browner.

or if you think the other way, adding apothecary white to skeleton hoard should make it less brown on raised areas and cooler (and probably brighter) in recesses

except possibly for some of the new ones that I haven't tried (the ones will less contrast effect) they all use contrast medium so they will mostly mix like you imagine, however they are very different in strength so just miniscule amounts of some contrast paints will completely overpower others. Like if you mix talassar with magos purple I suspect you'll end up with a slightly thinner maybe slightly warmer talassar blue

Not all of the contrast paints are made the same. It is definitely worth trying the combination on a test model. There's red undertones in skeleton horde (or orange, depending on how you look at it) and apothecary white has blue undertones. I suspect there will be a conflict.
