I'm finding that there are bumps and it doesnt look smooth when I do my base rims.

I find I have to prep the GW base rims by sanding them. But it also looks like possibly overpaint or maybe your primer layer flooded at the bottom, then tore away? If the texture isn't there to start with, you'll have to identify when in your process it appears.

This is good advice I'll make sure to keep my eye out in future!

I had to do 3 layers of paint to get the black that dark and not showing the primer

That happens to me if I use too heavy primer coupled with too thick paint. I think its mostly is the primer that builds up along the bottom of the base, and paint over it makes it stand out more.

I sand mine then black rim. I had lots of problem with it as well but having them in handles to avoid touching with glue fingers helped a lot

It kinda looks like an overpaint. What paint brand do you use? In my opinion GW black is very thick, but when diluted it drasticly loses coverage. Maby try diffrent black paint brand?

Vallejo model color black is great

The game color is ok too, but it has slightly gloss finish. Personally I do not like it for bases
