Friend new to game can't join lobby.

We've tried everything as far as we can think of and can find online to try and fix this.
My friend for some reason can't join me, my friends, or randoms lobbies.
Hes able to join us in other games and has no problem doing so, for some reason PayDay 2 is just not working for some reason.
