i think the biggest difference is at the end in critical situations like that, where the bears have lost several games now in, is the bears are not well coached and havent bought in to the coaching staff, their players quit on plays or are not on the same page, they dont feel like they play as a complete team.
the lions rarely ever have situations like that cos theyre a well coached team on both sides of the ball and they never take plays off or quit.
the bears defense is pretty good, and yes them keeping the lions to field goals was big and gave their offense a chance, but their offense is still a mess and it showed again in that last drive.

I would say that on paper the bears should have more talent than the lions but that talent can only go so far without a competent coaching room.
