This is pretty pointless if it’s just a passive feature, the ability to tear a banner doesn’t contribute anything . it will always have to reset every time you load a world so it’s not like it would serve as an aesthetic feature, if you are looking for torn banners that would be a texture pack thing.

The closest I could think for something like this to be implemented would be for it to be a custom breaking animation for banners, that they shred up into pieces and fall down whenever you break a banner. But even still this sounds difficult to make look good and would probably require a ton of effort for such a subtle feature
