The idea is that this option undermines your authority. The theme in this whole era is that you choose between freedom for the workers which increases their productivity but reduces your authority or a centralized system the prioritizes infrastructure over the people

Ah, fair. Although I don't see how reducing your authority will make people unhappy. "Approval" is not just about your authority, otherwise you wouldn't have names like "happy" and "jubilant" at high approval... Unless those are euphemisms.
