For the first time ever I witnessed the AI complete space race before me in a game where that and conquest were only end game conditions (HK diff, pangea using VIP and community progressive difficulty mods).
Does the AI blanketing their territory with districts disable them from attempting those end game projects or have you coded a way for them to place it over districts?
