Racial gurus are not really a new thing, but I believe it's been awhile since we've listed who they are. Overall, gurus are GMs with extensive knowledge on a particular race, and they assist in ensuring that items released dealing with that race (typically large-scale interactions, such as lore or a racial/cultural response to a storyline) do not contradict existing lore.
As a guru, typically people would reach out to me if they wanted to write an erithi lore document, and I would be part of the final review process after a lore document was written that involved erithi stuff.
We're meant to be the knowledge source, not a gate-keeper, and in my experience, that is how it works. For example, I currently have 3 forest gnome-related documents in QC, a sylvan document in the final review processes for QC, and a significant portion of an elven document that will be in QC within a month, I'd say. And those are just the ones I can talk about because they are close enough to ready-for-primetime that I'm comfortable mentioning them, as they'll come out in 2023.
Worldbuilding is an intricate and collaborative process, and gurus are used as experts to assist in that process, whether it is fleshing out lore of an area existing in game or one just "on paper" or helping provide input on how a race's governing body may respond to global situations.
