#Spectral Veil + Normality Relocator Cooldown and Chaos State Duration Mismatched

Bug Description: If you use Spectral Veil together with Normality Relocator, the Spectral Veil cooldown will be 15 seconds but applies 20 seconds Chaos State (thus still unable to teleport)

How to cause it: By binding both Spectral Veil and Normality Relocator to the same button (eg: Z), and then use it while having both Spectral Veil equipped and Normality Relocator in inventory.

For reference Spectral Veil = 15s CD 15s Chaos State, Normality Relocator = (in boss fight) 20s CD 20s Chaos State

Multiplayer: No

yes you still get the SV iframe like normal, and icon pop outs in cooldown rack for SV

just you also get 20s Chaos State
