Bug Description: Empyrean chest piece not having dye effects applied.
Neither vanilla or calamity dyes have their effects applied. Happens in single player and multiplayer. Friends can't see the dye either. Happens in heavily modded worlds and worlds with just vanilla+calamity.

Try disabling some mods, as this looks like a mod conflict.

Got it. Friend from the multiplayer world said he tried it with vanilla and calamity but he might have been mistaken.
Weird that it would only Effect this one piece of armor.

Indeed, it's quite strange.
I'll give it a test later as well, just so we can get some more data on this.

After testing with various dyes, I've found that it is truly an issue with the Empyrean Cloak.
Certain particles created from the dye do still appear, but the Cloak itself doesn't change.
Here's my log, in case it helps.
